Implementation tracker¶
Status on 5 October 2026. This is a temporary planning document and the durable progress tracker for the integrated review programme. Feature implementation is on hold (Chris, 5 October 2026). G0 is not approved. Every row below is at most Brief drafted, most are Not started, implementation authorisation is On hold on every row, and no row has a PR. Nothing here says that work has started, that a gate has passed or that anything is enabled in production.
The rollout plan explains the order, dependencies and gates behind these rows. The nine specifications are indexed in the specification overview; the design-session handoff is specifications/design-prototype-handoff.md. The product-owner guide explains the scope in plain English. The owner-session integration holds the count reconciliation and the coverage matrix, and the archived bundle is indexed in owner-session-2026-10-05/README.md.
1. How to use and update this tracker¶
1.1 The separation rule¶
Eight states are separate steps, and none implies the next:
planning approval ≠ brief approval ≠ implementation authorisation ≠ in progress ≠ merged dark ≠ gate passed ≠ production enabled.
- Planning approval is an owner decision recorded in the owner session or the decision register. It approves product direction only.
- Brief approval is Chris approving a brief, or a named part of it, for a gate.
- Implementation authorisation exists only when the hold is lifted (
T-HOLD), G0 is approved (T-G0) and the gate that lists the slice has passed (D1-04). It covers building and merging dark behind default-off flags, nothing more. - In progress means a claimed slice with an open PR. Merged dark means merged with flags off.
- Gate passed means Chris approved that gate's dossier. Production enabled means Chris approved production enablement for that release and the production promotion merged.
1.2 Who updates it¶
- The programme lead session maintains this file and is the only writer of approval states (Brief approved, Implementation authorised, Gate passed, Production enabled). It writes them only from a recorded decision by Chris.
- Stream leads update PR/status, Evidence and Blockers for their rows, through the programme lead or in their own docs PR.
- Agents never mark an approval state on their own judgement, never infer one state from another, and never edit another stream's rows.
- Chris decides every approval state. He can change any row.
1.3 When it is updated¶
- When Chris records a decision, approves a brief or a brief part, lifts the hold, passes a gate or approves production enablement.
- When a slice is claimed, its PR opens, it merges dark, or it is retired.
- When a release candidate is recorded, its ship gate is held, or a pilot starts or exits.
- When a specialist input is requested, received or accepted.
- When a blocker appears or clears, and at each weekly review (delivery operating model §14.4).
- Every update adds a line to the change log (§6).

A PR is ready only when ~/.claude/scripts/pr-review-settled.sh reports it settled on the current
head and the latest review summary has no blocking verdict. A gh pr checks snapshot is not
evidence.
1.5 Row rules¶
- Row IDs never change and are never reused. New rows take the next
T-<WS>-NNnumber. - A row that is no longer needed is marked Retired in PR/status with its reason. It is not deleted.
- When an approved brief is overtaken by a later owner decision, its row returns to Brief drafted and the change log says why.
- Every row also depends on
T-HOLDandT-G0. The Depends on column does not repeat them. - Updating this tracker never resets the status page's answer data and never replaces the
STATUS ledger that S0-5 creates (delivery operating model §14.1).
PROPOSAL: once STATUS exists, slice-level rows move there and this file stays the index of briefs, inputs, policies, gates and slice groups.

- Specialist inputs (
T-SI). Brief: Not started, then Requested, Received, Accepted by Chris. - Policies not approved (
T-POL). Brief: Not started (policy not approved). Only Chris can approve one; until then nothing depends on it. - G0 (
T-G0). Brief: Brief drafted (the dossier). PR/status becomes Gate passed when Chris approves it. - Hold (
T-HOLD). PR/status keeps its empty placeholder while the hold is in force. It records Lifted, with the date and the record, when Chris lifts it. - Open owner input (

5.3 Items outside both counts¶
- G0 items: G0-D1 (the D4-18 reading), G0-D4 to G0-D10 (PR dispositions; not authorised),
the exceptions G0-X1 to G0-X19 and G0 approval itself map to
T-G0. G0-D2, G0-D3 and G0-D11 are answered by D3-14, D3-15 and D3-08, as the G0 dossier records. G0-X13 is met (#4013 merged on 4 October 2026,3dbe41e61). - PR dispositions and the harvest (5 October 2026). G0-D4 to G0-D7 still map to
T-G0and are not authorised. The harvest map adds the rows that would carry them out once Chris answers, the hold is lifted and G0 has passed: - G0-D4 (QM v2, Q-08):

- Unapproved policies: permanent physical erasure (T-POL-01), an identity-erasure process
(T-POL-02) and automatic acceptance of several agreeing candidates (T-POL-03).
- Proposed numeric thresholds have no row of their own. Each sits with the row that measures it
and stays proposed until its gate confirms it.
